Roles of Councils

New York City’s Community and Citywide Education Councils are charged with promoting student achievement, advising and commenting on educational policies, and providing input to the Chancellor and the Panel for Educational Policy on matters of concern to the district.

The Citywide Council on English Language Learners (CCELL)

The Citywide Council on English Language Learners (CCELL) was established by New York State Education laws with the power to advise and consent on any educational or instructional policy involving ELL Programs. CCELL is a parent leadership association advocating on behalf of all English Language Learners.

The council issues an annual report on the effectiveness of the City's District in providing services to English Language Learners (ELLs) and makes recommendations, as appropriate on how to improve the efficiency and delivery of such services.

The Citywide Council on Special Education (CCSE)

The CCSE is an advisory body concerned with the education of students with disabilities. The CCSE is responsible for advising and commenting on the establishment of committees/subcommittees on special education in community school districts; and for issuing an annual report on how effectively students with disabilities are served by the NYC Department of Education and making recommendations for improvements. The CCSE must hold at least one public meeting per month during which the public may discuss issues facing students with disabilities.
